Position Summary

Ontario Health is seeking expressions of interest from Emergency Department physicians for the position of Emergency Services Deputy Provincial Lead. This vital role is being renewed and is a unique opportunity to represent Ontario Health and collaborate with regional and system partners to provide program, clinical and strategic leadership to the evolution of the emergency care in Ontario.

Accountabilities

The key accountabilities and responsibilities of this role are to support the Ontario Health Emergency Services program to develop and execute a strategy to stabilize, support and lead system integration by:

  • Identify and Champion Priority Programs: Inform a strategy and timing of initiatives to drive the advancement of Ontario Health’s priority initiatives across all Ontario emergency departments, ensuring alignment with strategic objectives and measurable outcomes.
  • Provide Strategic Leadership: Offer robust clinical, operational, and system-wide leadership with oversight for Ontario Emergency Departments, fostering the development and delivery of high-quality, standardized emergency care and programs.
  • Advance Strategic Partnerships: Through a system planning approach, forge and sustain strong partnerships with clinical experts and system partners to build consensus and propel Ontario Health’s strategic priorities and initiatives forward.
  • Align Regional Objectives: Collaborate with local, regional, and system leadership to identify, strategize, and achieve specific regional goals and objectives that enhance emergency care delivery.
  • Drive System-Level Performance Improvement: Engage with regional partners to effectively implement, measure, monitor, and enhance regional activities that support provincial plans and initiatives, ensuring alignment with system-wide strategies. Collaborate with Health Service Providers (HSPs) to enhance Emergency Department (ED) performance, optimize patient flow, and elevate the quality of care.
  • Enhance Care Coordination: Ensure seamless coordination and integration of care across the province by collaborating with local partners and service delivery organizations, including Ontario Health Teams (OHTs), to optimize patient pathways.
  • Address Capacity and Access: Hold accountability for addressing issues related to capacity, access, and patient flow in partnership with Ontario Health, ensuring that operational challenges are swiftly resolved.
  • Promote Equitable Access: Work proactively with system partners and leadership to enhance equitable access to emergency services and improve outcomes for all, including vulnerable and marginalized and equity-deserving populations.
  • Establish Strong Regional Foundations: Collaborate with regional administrative leadership to build a solid foundation for program development, including the establishment of a regional emergency medicine leadership table or equivalent body to support best practices, implementation, and performance management.
  • Represent Emergency Services at Leadership Tables: Serve as the representative for the corresponding Ontario Health Region at local, regional and provincial leadership tables, spearheading interdisciplinary collaboration to bolster emergency system capacity.
  • Lead Development of Emergency Services: Actively participate with clinical and administrative leaders to define, guide, monitor, and drive the development and delivery of coordinated, standardized, and high-quality emergency medicine services.
  • Support Data-Driven Improvement: Work closely with regional partners to ensure that data collection, reporting, and digital infrastructure are robust enough to support service providers in their monitoring and improvement initiatives.
  • Provide back up leadership for Provincial ED Chief.

Qualifications

  • Emergency medicine physician currently practicing in Ontario in good standing with the College of Physicians and Surgeons of Ontario (CPSO) with either CCFP(EM) or FRCP credentials
  • Track record as an outstanding clinician and communicator
  • Experience in hospital leadership role focused on quality and system improvement
  • Regional, provincial and/or national leadership experience
  • Experience in and familiarity with provincial health care structures including OH, MOH, OMA, OHA, PHO and their relationships
  • In-depth understanding of Ontario's health care system, with particular focus on the challenges and issues facing emergency medicine in Ontario
  • Knowledge of health system performance measurement and management approaches, and how this can be used as a tool to promote change
  • Aptitude for system thinking and ability to analyse information for sound decision making
  • Demonstrated commitment to equitable and person-centred care, as well as public accountability
  • Excellent skills in relationship building, communication and leadership experience in establishing strong relationships and building consensus with diverse partners and groups
  • Demonstrated experience in implementation of large-scale change in the health sector
  • Demonstrate commitment to patient-centred care, evidence-based medicine and public accountability
  • Enthusiasm for, and commitment to, quality improvement in emergency medicine at the systems level
