Position summary
The Mental Health and Addictions Centre of Excellence (MHA CoE) within Ontario Health is seeking expressions of interest for the position of Provincial Clinical Lead, Neurostimulation Procedures Program. This is a unique opportunity to provide strategic and operational leadership to the evolution of the Neurostimulation Procedures Program in Ontario. This opportunity is open to all qualified candidates.
The Provincial Clinical Lead, Neurostimulation Procedures Program will provide expert advice and visionary leadership at the provincial level related to the planning, implementation and operations of the Neurostimulation Procedures Program, which currently includes repetitive transcranial magnetic stimulation (rTMS) and electroconvulsive therapy (ECT). The Program will initially focus on the development and implementation of the rTMS program within the Depression and Anxiety-Related Disorders portfolio but will expand to other services as appropriate. This will include oversight of the main pillars of quality clinical care, training, data quality, and performance monitoring/evaluation, as well as leading change management, system planning and the design for expansion and evolution of the program. The Provincial Clinical Lead, Neurostimulation Procedures Program will work closely with the Provincial Clinical Lead for Depression & Anxiety-Related Disorders (DARD) and the clinical leadership team of the MHA CoE, as well as supporting staff and sector stakeholders to oversee the strategic vision for the Neurostimulation Procedures Program, set priorities, and develop, execute, and monitor the work plan.
Finally, the Provincial Clinical Lead, Neurostimulation Procedures Program will support the work of the overall DARD portfolio, ensuring that the Neurostimulation Procedures program is integrated and aligned with the broader provincial plan.
The Vice President, Clinical, Mental Health & Addictions Centre of Excellence is accountable for the overall success of the Neurostimulation Procedures Program.

Accountabilities
The key responsibilities of this role are:
- Provide leadership for the Neurostimulation Procedures Program – this includes aligning and connecting the Neurostimulation Procedures program with other programs and initiatives, starting with the DARD pathway and within the MHA CoE’s mandate (e.g., provincial data and analytics strategy)
- Support the implementation, performance monitoring, and change management of the Neurostimulation Procedures Program, with the aim of improving access to high quality, client-centred care, which is effective, efficient and equitable by:
- Supporting the development, implementation, and evaluation of a defined work plan to execute and evaluate the program;
- Leading and providing advice on the development and monitoring of key performance indicators and targets to improve the Neurostimulation Procedures Program performance;
- Participating in regular performance reviews with networks and service providers, and offering advice on improvement opportunities;
- Leading the development of a plan for ongoing growth and expansion of the program, including identifying opportunities to improve equity and incorporating additional evidence-based protocols to support clients whose needs are not currently served by the program parameters;
- Where applicable, generating and publishing relevant evidence garnered by the Neurostimulation Procedures Program.
- Develop collaborative relationships to support and engage delivery partners to improve the Neurostimulation Procedures Program by:
- Working closely with the MHA CoE and other program delivery partners (e.g., the Provincial System Support Program at CAMH) on alignment of deliverables with the overall priorities of the Neurostimulation Procedures Program, the DARD portfolio, and the MHA CoE;
- Chairing or leading relevant working groups and committees focused on the objectives described above, including working with the MHA CoE and PSSP to ensure these groups are aligned with the MHA CoE's advisory/governance structure;
- Facilitating communities of practice or other related learning and engagement activities
- Identify and respond to system-level issues by:
- Acting as a spokesperson for the MHA CoE regarding the Neurostimulation Procedures Program;
- Working with the sector partners to scan the environment and formulate advice on emerging issues related to Neurostimulation Procedures that require pro-active attention from government and/or system managers; and
- Responding to requests for advice from the Ministry of Health and other relevant Ministries related to the Neurostimulation Procedures Program.
- Contribute to the development and implementation of the MHA CoE and its initiatives by:
- Demonstrating knowledge of, support of, and commitment to MHA CoE positions and projects, and providing a positive voice for the MHA CoE in the external community;
- Demonstrating in-depth, up-to-date knowledge as it relates to Neurostimulation Procedures;
- Collaborating with other Clinical Leads (Provincial and Regional) to support better linkages and integration across relevant clinical areas with the Neurostimulation Procedures Program;
- Participating in other MHA CoE and Ontario Health corporate initiatives such as leadership forums, conferences, etc., as required; and
- Identifying appropriate external opportunities for MHA CoE involvement and representing the MHA CoE at key provincial, national and international tables.
- Participate in an annual performance review in accordance with the following:
- Setting and documenting annual objectives in alignment with this Agreement;
- Meeting with the Provincial Clinical Lead, Depression and Anxiety-Related Disorders and the Vice President, Clinical, Mental Health and Addictions Centre of Excellence annually to review the Clinical Lead’s performance under this Agreement and against submitted annual objectives; and
- Attending meetings, if requested by Ontario Health, to discuss any performance concerns arising from this Agreement.
Qualifications
- Practicing psychiatrist in Ontario in good standing with the College of Physicians and Surgeons of Ontario and a member of the Royal College of Physicians and Surgeons of Canada. Candidate should have at least 5 years of clinical, academic, and operational/administrative experience with depression and anxiety-related disorders, treatment resistant depression, and neurostimulation procedures (rTMS and ECT); they should also have privileges at a hospital designated as a Schedule 1 psychiatric facility.
- Strong understanding of Ontario's health care environment, particularly with a system focus on the challenges and issues facing mental health and addictions in Ontario;
- Expert knowledge and currency with medical literature and evidence-based guidelines, as it pertains to mental health and addictions care generally and specifically, the management of depression and anxiety-related disorders and neurostimulation procedures (rTMS and ECT);
- Expertise in health professions education or training with emphasis on building clinician competencies related to neurostimulation procedures (rTMS and ECT) for treatment resistant depression;
- Research/data expertise related to neurostimulation procedures, DARD and treatment resistant depression;
- Knowledge of health system performance measurement and management, and how this can be used as a tool to promote change;
- Strong understanding of issues related to structural, systemic, and institutional racism and oppression within clinical mental health programs and/or systems planning, and/or strong capacity for meaningful engagement of required expertise in this area;
- Excellent communicator with mature leadership experience in building strong relationships and building consensus; and
- Given the nature of the role, current experience working within the publicly funded Ontario healthcare system will be considered an asset.
